I have been out of a Warhammer for a good year or so while I returned to school. With the summer coming up I thought I might jump back into things. I've always wanted to start some Imperial Guard and was excited when I heard they had gotten a new update. However, I go to the a games Workshop site and find two new products: Militarum Tempestus and Astra Militarum.
I know that the former is the Stormtroopers and Commissars and the latter is the regular grunts but what is the difference? From what I can tell they released two independent codexes about what was once a combined force. Can you mix and match units from the codexes or are they entirely separate? I don't believe that one or the other is referred to as a supplement. If they are interchangeable why did they release two separate codexes.
Basically I am confused. Some clarification would be appreciated.

They got 2 codexes because either (cynical) GW wanted to sell more models or because (less cynical) a whole army of Stormtroopers is very cool.
Stormtroopers and Commissars are still in the Astra Militarium codex, just as an elites choice for the former and characters for the latter. So Stormtroopers don't score in the AM book, and do in the MT book. Other than that, and the fact you can take multiple Stormtrooper squads for a single elites slot in AM, there's no real difference rules-wise.

So, they are basically two of the exact same codex rules wise barring minor differences and fluff?  That seems weird.

The MT codex has it's own warlord traits and set of orders that are not in the IG dex. Also, the MT book has rules for a couple of formations, which again are not present in it's "main" counterpart. Really, the MT book is more like a stand-alone supplement than a proper codex. Still better than Codex Knights though.

Not quite.

Really, the MT book is more like a stand-alone supplement than a proper codex.
Still better than Codex Knights though.
The main disappointment about the Knight codex is that they had at least six more kinds of knights from epic to fill out all the slots with variety.

The AM codex is the new IG codex. The tempestus codex is a fluff tome with the rules for three units from the AM codex taken out (and one slightly tweaked).
As far as the differences between the new AM codex and the old IG, there are plenty of places where the differences are shown (including one in my signature), but if I had to say what the changes are in a single motto, I'd say this:
"Everything is basically the same".
Whatever you were doing before, you can still do now, and there wasn't much new added.
