Do the kits based on the Chimera chassis like the Basilisk or the Manticore have all the parts to make a basic Chimera as well?

No. There is a sprue for the basic hull except the roof. The Chimera kit comes with another sprue that adds the roof, the turret and whatever guns you want for it. The other kits have their own special sprues instead.
