I am having real problems with my marine bases, I flocked them with a dark army painter flock (I think it is called tarmac or something like that) using a normal shop bought PVA glue but it just keeps chipping off.

I have decided I actually want a snow base now to contrast the dark paint scheme but need some advice as to how to make the stuff stick and stay in place?

At the moment I am putting on a layer of PVA, dipping, allowing to dry then painting over with a thinned layer of PVA.

Is there a glue that holds it better?

After it has dried, give it a very light brush with a soft dry brush. This may pick up any pieces that haven't fully stuck. Then doing your PVA seal.

I'd also try a seal on the whole mini with a matt sealer.

Your process sounds correct however.

I had the exact same problem as you following the exact same process with my old Goblin army. I switched from cheap PVA to the following Tacky Glue. I haven't had a single mini or movement tray lose basing material since. Should be able to find it at any craft store.

Hmm, wouldn't have thought to use tacky glue. I'll have to try it with the next batch of bases.

I've never had a problem with my bases chipping. The I glue the cork down first, then add varying sizes of rock (using PVA for everything). Then I prime the base, paint it, and seal it with matte varnish. After that, I just pin the model down. Not sure if it's any better than the methods already listed, but like I said, I've never had a problem with chipping.
