For the monoliths dimensional portal, what counts as a Necron?
From what I understand C'tan and canoptek units are not Necrons.
The only rules I could find to determine a difference was on 29, I considered that only models with at least one of the "Necron Special Rules" counted, but I'm not sure if that is right.

Santuary 101

My Codex reads as "non vehicle Necron unit" so I guess it's everything in the codex except for those with vehicle unit type.

Does it say it cannot carry canopteks?

If it does not say it cannot move cannopteks, it can move canopteks, so long as it gives you permission to move friendly models.

There was a rule in the 3rd ed book that made the differentiation between necrons and non-necrons (Necron special rule).

However, in this case, necron just refers to any unit chosen from Codex: Necrons; There is no differentiation.
