Would you guys allow it? I would really like to not have to buy more models when I have Chimeras I'm not using.

You should ask your play group. not random interwebz people however IMO its fine as long as you figure out a way to distinguish it as a HH if other chimeras are around (add fuel barrels or change the turrets piece of tape with HELLHOUND)

I dont anyone would care if it has a flamer. As long as you dont use flamer chimera in formation with them, that is.

I'd allow it. Also, if you want a hellhound, I'd suggest just buying the bitz for the turret, then just swap out your chimera turret for a hellhound turret when you want to. Remember to get all the weapons.
