I don't know the exact names of the colors in the GW paint range right know, but that color scheme shouldn't be to hard to re-create.

I recomend treating the black parts as you would on any other model, layering up from black to grey. As for the brown, id base with a dark brown, or mix a brown with black, 3 parts brown and 1 part black, and highlight that base with a brown mix, then layer white on top of that.

Maybe throw a little red in with that brown? The armor has a maroon look to it.

If you can get to the 3rd (maybe 4th) ed tau codex it has the guides with the old colors

off the top of my head it uses scorched brown mixed with gore red. and some other stuff.
