Okay so the AM codex on page 92 says:

"You may include one Commissar for every Company Command Squad or Platoon Command Squad in your army."

Does this mean either the presence of a CCS or a PCS is needed for me to be able to include one Commissar, or does this mean I can take one Commissar per CCS and one Commissar per PCS?

My armylist has 1 CCS and 1 PCS.
