Rhinos and Razorbacks have fire points, allowing him to shoot out of them, so he can forego his shooting to cast the power. But what if he is in a Land Raider? Then he wouldnt be able to shoot at all and thus cannot use this power "instead of shooting" as he would have to be permitted to shoot in the first place.
