I would wash the areas you didn't want the hairspray on before priming as otherwise you will have a layer of hairspray weakening the bond of the paint on parts you want to keep painted. I also find that physically blocking the paint with something is significantly more effective than hairspray. Hairspray is (
IMO) better for weathering and partially removing paint.
