Make it 1 shot regardless of the weapons RoF, or ability to shoot more than one weapon.
Make it have a choice of Normal BS at Initiative10 with no close combat attacks allowed that turn for the shooter or using BS 1 before the assault move like now but limit the close combat attacks back to Initiative 1.
Do not allow overwatch if the unit is pinned, or has gone to ground.
Alternatively:
Make overwatch simply make it a difficult/dangerous terrain move to get into combat, maybe have a modifier to the Dangerous Terrain roll by the amount of shots fired/weapon type fired at the assaulting unit.
example rapid fire and pistol weapons make the roll a -1 to the roll per every 10 shots fired. A template weapon is -1 to the roll for the first and every 3 after, and assault weapons(that are not also template) make it -1 per 5 shots fired. These are just example numbers, after looking at them it might be a bit ruff and adjustments will need to be made to make it balanced/work right. A natural 6 will always pass the Dangerous Terrain Test.
