So I made this list:

Librarian with 2 masterery levels, shield eternal

=140pts

10 sternguard, sergeant with lighning claw and melta bombs, heavy flamer, 2 combi meltas

=270pts

land raider redeemer with storm bolter and multi melta

=255pts

2 vindicators with storm bolters and siege shields

=130pts each

10 tactical marines, with plasma cannon, gravgun, sergeant with combi-weapon, rhino with storm bolter

=220pts

6 tactical marines with meltagun, razorback with assault cannon

I don't think the Librarian has enough wounds to warrant the expensive shield. I'd drop that. I also think adding storm bolters to all the vehicles takes up too many extra points, and most of the time won't make much of a difference. I'd drop those too. The dual Vindicators and LRR is a nice combo, and gives you a solid line that can advance and control mid-field.

I don't see anything that is particularly "scary" though to big nasties like Riptides or Flying Demons. I'd consider swapping the sternguard for Terminators in the LRR so it's got a nice melee unit to deliver. You also need some anti-air in here, and the best I can think of is a Stormraven (with IWND... very nice).

The tactical squads that are on the move in a rhino can't make use of a heavy weapon really, so I'd just drop it. A special and matching combi work fine (and the melta bombs are nice).

I think after swapping the sternguard for terminators, dropping the shield eternal (but maybe upgrade to termy armour and storm shield?), dropping the storm bolters, and misc. heavy weapons, you can get something close to this:

Librarian - lvl 2
Assault Terminators (5) - 5x TH/SS, LRR w/multimelta
Tactical Squad (10) - rhino, plasma, combi-plasma
Tactical Squad (10) - rhino, plasma, combi-plasma
* or whatever special weapon you prefer, but match the combi
Scout squad (5) - bolters & cammo cloaks maybe?
Vindicator - siege shield
Vindicator - siege shield
Stormraven - (scouts go here)
