I am trying to get back into 40k and I am playing Eldar. I made a 500 point list I will be doing a 1000 point one in a day or two.
Autarch - 70
*Jetbike. -15
*Deathspinner. -10
*Powerblades. - 15
Jetbike Squad. - 51
*+2 bikes. - 34
Jetbike Squad. - 51
*up to shuriken cannon. - 10
Falcon. -125
*up to Shuriken cannon. - 10
*up to Scatter laser. - 10
*Holo-fields. -15
Vyper Squadron. 50
*up to shuriken cannon. - 10
*up to Scatter laser. - 10
*Holo-fields. -15
501
Can you take a look and tell me if it is ok for a starter list? The ideal is to play fast and hard, my 1000 point list will be something like this.

First off welcome to DakkaDakka, secondly please don't post individual point costs as it is against dakka policy.
As for the list, looks good, except the autarch who doesn't need the death spinner, because his jetbike already has TL shurkin catapults and the fact the power blades are 2 power weapons.

Personally, I'd swap the Deathspinner for a Fusion Gun, as you've not really got a solution to AV14 in case someone brings a Land Raider (not sure how common that is in 500pt games though I suppose - against Leman Russes etc. you'd have to go for side shots with the Falcon).
Balance out the two bike squads, to 4 members each and move a cannon upgrade from the Falcon to the squad without a cannon currently - you lose out on the opertunity to twin-link the cannon but this allows the Falcon to move at full pace and keep well away from the enemy.
Of course, that depends on how you're expanding the list later, you might not want to model those changes and then have to change them later.

I've got a couple notes.
- As said above, the autarch's death spinner is a little out of place as the jetbike already gives him twin linked catapults.
- Autarchs cannot take power blades. they can however take a single power weapon.
- Falcons are okay, but there's always something better. You're not even using its transport capacity for this game and you've taken mixed role weapons on it as well.
- jetbikes should be taken in multiples of 3 to maximize their efficiency with cannons.
- You should always try to stay below the points limit rather than going one point above. It is, after all, a limit and not an approximate goal.
I've tweaked the list a little while maintaining your "fast" theme. This is what I came up with:

thank you all
i picked up an Eldar army from a friend of mine. i have every modal in the list except for:
Phoenix Lords
Harlequins
Swooping Hawks
Warp Spiders
Any Flyers
Night Spinner
Wraithknight
it was easier to put what i don't have then what i do have. it is about 6000 points. I will like to do a fast and hard-hitting armies. i have been out of the game since 2nd, so i have to play catch up. i will change my list but i dont't have a Night Spinner do you think a Fire Prism will work instead?

Ok then, are you willing to buy hawks or spiders? If so this could be a good list.
Hq- Autarch with hawk wings, fusion gun, banshee mas, scorpion chainsword-103
Troops-jetbikes *2-102
Fast-spiders (5)*2-190
Fast-hawks with exarch(6)-106
This list comes to 501 exactly, if you need it to be below 500, drop the chainsword for a total of 498.
For 1k you can expand this 500pt list or make something different.

Then I just recommend running a farseer with a bunch of guardian units (10 men with BL platform) for a lot of scoring and close range anti infantry, long range AT.
