Here are some simple additional rules which allow you to remove terrain which is getting in your way.

Any model may attack an unoccupied building, just as if it was occupied by an enemy unit.

Collapsed buildings and wrecked vehicles may be attacked, although only explodes and detonation damage results affect them.

Any barriers, walls, tank traps, etc. may be rammed as if they were a vehicle or building. Treat them as AV 15 and remove them if they suffer a glancing or penetrating hit. A vehicle that rammed terrain which would usually be impassable to it must take a dangerous terrain test, whether it managed to destroy it or not.

Any walker or monstrous creature may attempt to knock down a wall or similar barrier it is in base contact with by attacking it in the assault phase. Treat the terrain as a AV 15 building which is removed if it suffers either a glancing or penetrating hit.

Any terrain except craters or water may be damaged by shooting attacks if they have some form of the blast rule and the blast marker entirely covers the terrain in question. Treat them as AV 15 and remove them if they suffer a glancing or penetrating hit.

Super-heavy vehicles may attempt to destroy ruins and other large structures by ramming or assaulting them as if they were barricades.

I'd require a Penetrating hit to remove terrain, at the least. At BEST, a glancing should make an access point, probably large enough for regular infantry (2-3 such holes for MC's, 3-5 for vehicles?)

Trying to keep things simple. Better to have terrain either there or not rather than having to track yet another set of counters and tokens.

High AV and requiring a ram / large attacker / very large explosion represents needing a truly impressive amount of damage to achieve this.
