Considering we pay 17pts for an eldar jet bike I think you are being a little too lenient having harlie jet bikes at 20pts. You have increased WS, A, I and Ld. You are also giving them 5++ and HnR. All for 3pts, 15 points more would be more realistic.

Also having a squad of shrieker cannons with the opportunity to take veil of tears may be a bit OP.
