I'm attempting to create an Empire Army involving a lot of state troops, however, I would like to save as much money in the process as possible. Are there are any 3rd party models in the heroic scale that could stand in for swordsmen, halberdiers and spearmen that I could purchase in large packs (10 or more models to a pack)? Thanks!

They're not heroic scale, but warlord's Pike and shotte range is nearly the same as state trooper.

Heroic I have no idea.

I would look at these two possibilities from Perry in plastic, very good miniatures and excellent value for money. Have seen them used in several empire armies

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better.

I also think its useful to remember when dealing with scale that people come in different shapes and sizes, one of the reasons i quite like mixing different companies miniatures at times
