In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

Which was modified by the 25th Amendment, which provides for: 1) nominating a new VP if there is a vacancy 2) the President can temporarily step down; and 3) the VP and a majority of the Cabinet can petition Congress to declare the VP the Acting President, until the President is fit to resume his duties.

Looks like when Congress created Homeland Security, they just tacked it onto the end of the list. Someone else can search for that. I also wonder if William Casey was on that list, since (thanks to Reagan), he was the only Cabinet-level Director of the CIA.

In RL, when Reagan was shot, Bush the Elder did become the Acting President. Despite Alexander Haig's statements (which reminds me of Kevin Bacon in Animal House during the parade scene at the end, "All is well! There's no need to panic!").

So is Biden's hiding space still a factor? I mean if "everybody" knows it wouldn't they just check it off the list and pick a new spot. This reminds me of Geraldo Rivera's goof last year (or maybe two years ago) where he accidently exposed troop locations. I don't remember there being any dire consequences from this. Isn't this just a harmless goof?

It seems unlikely that the VP would have ever stayed there. That looked to be a more coveniant spot for Cheney to camp out through periods of indigo threat alert then much else. There are more secure and better bunker locations dotting the DC area, and even more realistically the VP would probably just get on his plane and cruise around in the sky for a bit where it's hard to suicide bomb.
