You could make that Chaos Marine army slightly larger.

Replace all 20-man Chaos Marine squads with 20-man Thousand Sons squads and have their Aspiring Sorcerors ALL take Gift of Chaos and assume it works every turn!

Edit: You know reading again, you mention Aspiring Sorcerors but I don't see them in the actual list.

It is Infinity, and yes, wining on a technicality, Chaos Space Marines are officially the largest Model count army, being able to take an Infinite amount of models. This is because Summoned Lesser Dæmons do not take up any FoC selection, and there are no restrictions or limits on their inclusion in the army. You can buy them even if there is no way for them to arrive on the battlefield! Thus, you can include as many as you want!
However, I know that you all love reading, so I shall include the maximum Model count possible without resorting to loopholes, which actually ends up as another Variable Model count roster, as Gift of Chaos can be used to generate lovely Spawns! The army is able to use Gift of Chaos a formidable ten times a turn (Three from Ahriman, six from Thousand Son Aspiring Sorcerers and one from a Chaos Sorcerer) resulting in a 70 model variance (again, assuming each and every attempt is successful), 314 to 384 models.

Note: All models able to buy Gift of Chaos have taken it, even in the Low End Roster.

HQ 1: Ahriman, Exile of the Thousand Sons
HQ 2: Chaos Sorcerer with Gift of Chaos
Elite: Three 20 strong Possessed Chaos Space Marine Squads with Rhino
Troops: Six 20 strong Chaos Space Marine Squads with Rhinos
Fast Attack: Three 20 strong Raptor Squads
Heavy Support: Three 20 strong Havoc Squads with Rhinos

Low End Roster Points Cost: 7,622
High End Roster Points Cost: 9,807

With the 'Nids, you've based your count on the army with the most possible units, but then ranked the army based on the guaranteed number of units. If you don't aim for the huge cloud of "maybe" units, you can actually get a higher guaranteed army size.

HQ1: Tyrant + Tyrant Guard
HQ2: Tyrant + Tyrant Guard
Elites: 3 groups of 10x Ymgarl Genestealers
Troops: 6 groups of 30 Gants/Gaunts
FA: 3 groups of 30 Gargoyles
Heavy: 3 groups of 3 Biovores or Carnifexes (Carnifi?)

My count: 317.

This doesn't however, move them up the list at all.

I noted one further slight inaccuracy. The Mark of Tzeentch allows you to use two psychic powers per turn and Gift of Chaos is not a psychic shooting attack. Therefore the army can actually use Gift of Chaos a formidable 17 times per turn since each non-Ahriman Pysker can use it twice.

Splitting hairs but hey.

No, No, good point. I was under the impression that it was a Shooting attack. My bad, I'll fix it now.

Erm, and the Aspiring Sorcerers cannot take the MoT. :(

And unless I am mistaken, Arhiman can use it 3 times a turn as well, so it's 6+2+3, for 11 times a turn.
