A process called 'retroactive continuity' or 'retcon' for short.

The only thing GW seems to consider to be true canon is the contents of the latest edition rulebook and the latest codices. (The stuff that they control directly) And they still retcon the crap out of that stuff.

To me it is all a legitimate part of the game background.

For nearly anyone in the 40K galaxy, any major historical events described in the fluff occurred hundreds or thousands of years ago, hundreds or thousands of light years away.

Reports are filtered through an Imperial bureaucracy which takes decades to process very simple communications.

Everything is constantly subject to censorship by the Inquisition.

That's the Imperial viewpoint anyway.
