Does anyone know the operational range of the missiles in Turkey, what Russian cities could have been hit? And in comparison, what the operational range of the Russian missiles was, and what US cities could have been hit?

Depends on the missiles really. Doesn't matter though our submarines make distance well irrelevant as they could be anywhere.

American PGM-19 Jupiter Operational range 2410km
Russian SS-4 Operational range 2080km
Russian SS-5 Operational range was 3,700km

A heck of a lot of the continental US was in range of the Russian Missiles.
