On the more interesting subject of Space Marine free time...
the 15 minutes a day thing is much more closely related to Ultramarines and their very close descandant chapters, as this was the way of war of Gulliman.
You'll find other first founding legions have their own traditions.
Blood Angels spend a signifigant portion of their time learning art, and artificing their own weapons and armor. My impression of them is they have a lot more time to persue their own talents. (They still persue it like a space marine, tho, 100% focused).
Other chapters like Iron Hands spend a lot of time learning how to build and make machines, Salamanders spend a lot of their time hunting on their homeworld, White Scars do a lot of bike riding and hunting of their own,
And Space Wolves do whatever the hell they want. I imagine a good portion of their day is leisure time, with their desire to train existing because they have the pack mentality of proving themselves to their peers, rather than being a scheduale forced on them from above. They also spend a lot of their time drinking and feasting.
Essentially, if I had to be a space marine, make me anything but an Ultramarine, man those guys would be boring

I would expect that's got more to do with the fact that Space marines are really a bunch of thirteen year olds who are taken away from human society and all the relationships that develop there. Over the centuries, they learn a lot about caving skulls in, but they're still awkward teenagers around women.
The theory is that Space marines do the capacity for intercourse.
However, in order to sustain their superhuman physique and additional implants , they are injected with geneseed from their primarch. Now, somehow that geneseed is different from human DNA, and interacts with that of the marine, resulting in something different. Now, should a marine have intercourse, I very much doubt that a normal human mother's womb would accept the superhuman genetic material attempting to fertilize. And even if it did accept it, I doubt it could sustain such a baby.
Basically, marines can get laid (even if they probably have no idea what that means). They can't conceive a baby with a mortal woman, though. Everyone happy now?

2130 - Night Firing Exercises - If the chapter is based on a planet where there is no perceptible night or they are based on a fleet, firing exercises are under taken in exotic environments such as underwater, through dense fog or smoke or in zero gravity.
2315 - Maintenance Rituals - Each Space Marine is expected to maintain his own power armour and weapons, and it is often checked by the Chapter's Techmarines.
2345 - Free Time - Space Marines are permitted this time to reflect upon their duty to The Emperor, however many Chapter Masters regard free time as a frivolous waste, and a dangerous distraction in the extreme.
0000 - Rest Period - Space Marines are allocated 4 hours in which to sleep.
It should be noted that many chapters will not keep strictly by this agenda, and may shorten prayer times for example, or even cut out one of the activities in the list, such as free time, if the Chapter Masters do not approve of it.

They have the genes needed to be a marine, so why wouldn't reproducing from them not be possible or suggested? (No relationships mind you, just useing them for reproduction?)

If that is the case... one obviously has to ask if the Imperium actually has enough control over the Astartes - or even actual understanding of the technologies used to create space marines- to be able to do that. Its one thing to house all the gene seed - its another to try and control how already independent astartes chapters actually make more space marines.
And since the Imperium has no first hand control over that... this specific point is moot, IMO.

As far as i can understand it... it, like most other Space marine augmentations, is probably dependent on chapter traditions. Certainly, the thought of geneseed itself mutating the genetics of a space marine is hogwash, IMO; you'd have to change the genetics of every pre-existing cell in order to do something like that, and if that could actually be done (changing the inherent genetics to make a space marine naturally able to support all his augmentations...) then there'd be no need for all the chemically dependent upkeep of tier bodies. Somewhere, I read that the Ultras actually occasionally take significant time off to essentially just wander (or sit) around and ponder things. It was on lexicanum somewhere, though if have no idea where the reference originally came from.
