I would approach BL in the same way people approach the Star Wars Expanded Universe. There's the Core Canon, (In this case all GW materials such as the main rule book and the Codices). Then we have the Secondary Canon which would be the Black Library, licensed works in the 40k that are not written by the people who write the core canon. Secondary Canon can be considered canon so long as it does not contradict the Core Canon. Then there is Apocrypha, which are works that contradict Core and Secondary Canon, back still exist in the great multitude of works for 40k (These are what if stories, alternate timelines, and retconned material). Then there's fan fiction which is just for fun :p.

In all respect as long as the BL stuff doesn't contradict the give facts of what GW directly publishes there's no reason to consider it anything but canon as to the 40k universe.

On the note of Groto, I'm sure we can find plenty of contradictions in his work... Let's just degrade it to horribly written fan fiction and call it a day :p

@Emperors Faithful: While it was a "plains world" the population was gathered into an "industrial city". So the fighting was likely in hive-like conditions.

In the ST vs IoM thread there was a good quote from BL author, essentially stating that nothing int eh books should be treated as "true" - they may be myths, legends, exaggerations, etc.

So by that token BL is not canon. Neither are codexes and the BRB, as they again do not maintain any thing like a consistent history / timeline / etc

So you end up with the same answer as Kill said earlier: There is no canon.
