Daleks have metal bodies, and thus are conferred the feel no pain rule.
Suction things- Daleks have suction cc weapons that confer +3 strength.
Eye Stalks- Daleks are not affected by night rules, however when an opponant roles a 6 when rolling to wound, the wound ignores invulnerable saves (simulating a bullet hitting the most vulnerable part of a dalek, the eye stalk).
Daleks have the move through cover special rule, as well as slow and purposeful.
Daleks sport a laser thing with the folowing stats-
Range 36", strength 6, AP 5, Heavy 2

Any Army opposing the Daleks rolls a d6 at start of Game
on a roll of 2+ "The Dr" show up.
The Dr has no weapons only an awesome sonic screwdriver.
Dr has invulnerable save of 4+ rolled on 3d6 added together.
If the Dr. is still on the board at end of game. daleks automatically lose due to some incredible complicated story that the army controling the Dr. must make up on the spot.

My vote for Codex would be Codex Mars.

It could be done like the Inquisition books and be dual purpose. With both "good" and "bad/fallen" tech priests.

HQ the normal assotment of tech Priests and such
Elite - the heavy Skittari and legion Cybernetica units.
Troops - IG and augmented IG/Tech Guard
Fast Attack - not sure other than annoying servo skulls
Heavy - give us the Knights back as well as Leman Russ varients. But honestly I want Knights. Since a Warhound/Reaver is too much to ask for.

The dark part could go into daemonic machines similar to the Soul Grinder.
