If a model is both "bike" AND "infantry", then he'd have permission to embark.

This is a permissive rules-set, one actually needs permission to embark something. Infantry is given permission, bikes are not, so being a bike forbids embarking as one has not been given permission to do so.

They're not Bikes though, they are purely infantry, they just follow the rules for bikes.
