That sticky thread is open and anyone can post in it, although I will caution you to be disciplined about posting on-topic only.
And let's keep this free of the spammy nonsense, please, or it will have to be locked as against the wider site rules.
EDITED
Quite true, was just thinking along the lines of if a Mod or respected user agreed with the content of what I drummed up and posted it then it would be more offical and more likely that people will read it and see if it helps them, as respected users/MODs tend to be the ones who contribute greatly to the site so their posts are held in higher regard. HellsGuardian316 posting his "dis iz how most games are laid out and work, and here's sum tipz on how to do this" is not so much respected But hey, I'll post something up when I've finished it and if people find it useful then, sweet!

Could just sticky the actual thread instead.

Come on now, is this about being popular or something (authority? being a mod does not entail much power at all, sorry to disappoint) or is this about helping people find a useful resource? I've already pointed out why we're cutting back on the stickies and why stickying a thread really isn't even useful. I've also pointed out that you can link to an existing sticky and, in my opinion, the much more useful idea of linking the thread in your sig. Please consider these methods.

Not at all, just my opinion and yes its about helping people find a useful resource. I'm sure some poeple when they started to look through this forum were able to jump in and enjoy whats been posted here. For myself it took a while to get my head around it before I started to post in this part of the forum. A "How to" guide might prove useful in helping others understand how things work before they post is all I'm saying.
Currently typing something up, I'll post it in the Sticky when its done for all to see and add their two cents to if appropriate

I should have clarified that the question was directed at Darkvoidof40k, who seems ambivalent about anything less than having his thread stickied -- which, ironically, would guarantee it being ignored and no one finding it useful simply because no one would read it.
Posting a link in your sig is helpful AS LONG AS you yourself, as a poster, are helpful. If people find your posts useful and start to respect you, they will very likely check out links that you put in your sig. Again, it also has the benefit of being a quick reference for you and others. For example, if you're posting a welcome message in the new member forum to someone who indicates interest in chain fiction but doesn't know much about it, you can just post "hey check out the link in my sig for more on that topic." Easy! And helpful!

Just so that the nature of the thread is clear to anyone who sees it, I have changed the stickied thread title to: "Survivor Games Rules and Chain Fiction (RP) Resources".

Heh, while myself and some of the others have many running jokes concerning yours truly, one of them being a quest for cyber domination, I'm not actually trying to be more popular - I'm loved enough here on Dakka as it is.
I could indeed put it in my sig.. however I do enjoy my quotes. Also, although you say that stickied threads don't get read much - well all the information that anyone really needs will be in the first post of the thread (or should be, further discussion is followed as individual Dakkanauts wish) so they shouldn't have any problem finding the relevant information or feel like there's no point in reading the thread.
It's been suggested that a "How-to" guide be written.. I just might write one, including compilations from other Dakkanauts and throw it into the aforementioned thread.

Had a look at what you added and it seems as though you did a nice job covering everything, should be a good resource for those just venturing into RP, nicely done.

As long as its readable and useful then I'm happy. Might play a few Dnd games soon so i can update the last part if needed, unless someone beats me to it

There really isn't much of a difference. The GM just decides what happens on EVERY action rather than events and major conflicts. Usually with our lovely multi-sided die.
