Mutation is random, but evolution is more than just random selection, it is the product of mutation and natural selection. As natural selection is not random, you would see non-useful abilities steadily weened out over time, while more useful abilities became more common.

“We may observe that the government in a civilized country is much more expensive than in a barbarous one; and when we say that one government is more expensive than another, it is the same as if we said that that one country is farther advanced in improvement than another. To say that the government is expensive and the people not oppressed is to say that the people are rich.”

Adam Smith, who must have been some kind of leftie or something.

Actually, my bad. I had misread something you wrote earlier. I kept reading random power for some reason when I assume you meant magic arose randomly?

Evolution is unpredictable, but not random. You could justify a sort of random effect in the same way that individual people are, in the colloquial sense, randomly given to certain genetic predilections like being stronger, faster, or tougher. So you could have individuals with a certain affinity for fire magic, or conjuration, or whatever.

Or, if you don't consider that important, you could simple say something like "Magic is weird, and no one really knows." though that doesn't seem to fit with the idea of magic as an evolutionary trait.

Life does not cease to be funny when people die any more than it ceases to be serious when people laugh.
