Actually orks are about mid-pack, Dark eldar and marines near the front, if you go by tournament scores.

I dunno about low prices, the only 'cheap' units are your guard platoons by themselves. As for your examples you only see Vendettas/Valkeries if your opponent is IRL rich enough to buy them. Chimeras and vechiles based on the chassis have paper thin armor, and the Manticore is limited in what it can do. Plus in my experience games are played on 4'x4' or 4'x8' tables and so there is rarely more then 48" between you and the other guy, deploy and that's 36" or so. So the guard and Tau for that matter's long range is mitagated. About the only thing I don't like is Penal Legions not having weapon options, and I think the Deathstrike is relatively useless, but everything else is fair.

That's not quite what we're talking about. All the 5th edition codex (with the possible exception of Tyranids) and some of the 4th editions codex are competitive, but a balanced codex requires being competitive but not A: incredibly biased towards certain choices and B: have under-priced units.

Guard can pose a great offense with the sheer destructive power of basilisks, LRBT, and manticores, but have a significant hole in defense; if a stron army like BA can deep strike into your lines, you are screwed. Presenting a unified front(and thus defense for the heavy support) is key to armies like guard; when infiltrated/deep struck upon, you loose a significant advantage.
