I think the difficulty in finding eight different players who can play at a high level using eight different codices is the entire point behind the tournament. It is one of the main limiting factors that controls, in my opinion, the quality of the individual players who enter. Let's face it, there are some codices where it doesn't take a lot of effort for a player to be competitive.
Allowing duplication in codices would be something akin to what the American League in US Baseball did 40+ years ago with the introduction of the Designated Hitter.
It's a valid option for a different feel of a game, but it takes away from one of the fundamental aspects that makes the sport what it still is in the National League.
Allowing duplicate codices would be a tremendous change. It would dramatically reduce the importance the match-up phase of each round, just like the American League's Designated Hitter has removed one of the most complicated portions of the manager's job.
