That's sidestepping that the Deceiver would have to be mentally challenged to turn the Necrons into slaves... Except the Silent King whom it gives the remote control to the entire Necron horde.
The Deceiver was a massive idiot in the new codex, plain and simple.
It was some fire c'tan that gave them the knowledge of how to get into the web way. before the biotransferance, the c'tan weren't as strong as they are now. maybe that included cleverness. otherwise i guess Ur right

He threw the whole thing out of whack -IMO- with the various unit changes example: Immortals as troops I realy don't understand this. wouldn't Flayed Ones have made better troops so you'd have a choice of shooty and stabby rather than shooty and shootier? And the near army wide initiative 2 WTF is up with that, just because their robots doesn't mean they'd have bad reflexes in fact almost all machines have better response time than humans. Also Why make scarabs so powerful? I never really saw them as any thing more than an obstruction -they even came free with warriors- but now their like anti-vehicle 'nidlings on steroids, noming their way through all metal and sometimes even flesh. Now the fluff -as I understand can't be entirely contributed to Ward- is just terrible, TKs in space really? The old fluff -what little there was- was much better. At least then they had a -almost- unique goal and a reason, Now their like "Ahh, nice nap now all who are living should worship our metallic godliness our or we will conquer you all -but not with out following a code of honor, well some of us anyways, then we will rule forever, and ever, and ever, and ever,and . . ." I mean what do they do when the re-conquer every thing, just sit/stand around and watch their slaves live and die? fight the evil tyranids for the betterment of man kind? This fluff goes no where. Now the C'tan, I really don't like the splitting thing and the almost-all-powerful C'tan being betrayed by their SLAVES! Beings that could kick the rumpas of the Old Ones gets taken down by the people who could take down the Old Ones with out their help, Uh...does not compute. this is not galactic-rock-paper scissors -or C'tan-Necrons-Old Ones- it defies logic. So GW probably did that to keep C'tan on the table top but wouldn't having essence-of-the-C'tan have made more sense and would have been less fluff destructive? And why the apparent decrees in Necron tech level -War scythe down grade, Necron ships losing 1 on 1 space battles, Monoliths not being able to pull 'crons out of cc, ect. Did I miss something or did the 'crons go through a technological dark age too? losing my oh-so-favorite War scythe that can cut through any thing. So where'd the inertia-less drives go, and Why are the Crons using the webway wouldn't teleporting or the inertia-less drives be faster and safer.
Now I know some one is going to go to the old "you can always have your own tomb world just the way you want it," well I like many-a-'Cron player -I'd guess- say unto you "we don't want A tomb world hell bent on extinguishing all life we want A GALAXY of tomb worlds hell bent on extinguishing all life with a unified front of metal men." It just doesn't work with one world (or even a hundred.) Why would anyone fear the 'crons when you could always have the BA call-up their bro-crons and rofl stomp the mindless 'crons pitiful empire in to the ground. Not to mention that if people see the green glow it won't be panic any more it'll be preparation for a diplomatic party or a month long evacuation or some such! The new fluff ruins the 'crons reputation I tell you! It's all a load of flaming ork gak that GW uses as an excuse to sell more models!
