technically, there should be some effect, if only at a level where you could recognize it. But shoot at it enough and the damage
will accumulate. Given how many bullets it would take, it's a rather ridiculous idea, though, which is why no sane person would bother.
That said,
40k small arms are also way stronger than modern day assault rifles, which is why they can indeed have a much stronger effect on Astartes/Sororitas power armour. Coincidentally, notice how the higher end of the protection percentage range equals the chance of you getting the dice roll you need for a Guardsman to neutralize a miniature with a 5+ armour in the
TT?

The
TT came first, so we shouldn't be too surprised if the fluff was modeled after it, at least within limits.
By the way, where does the "armour as strong as a modern day tank" come from, exactly? Given the real life comparison, it doesn't sound like it would be from a book, so I'm guessing it's just some individual guy's offhand comment at how awesome their Marines are. I'd be careful taking this at face-value, given what kind of ridiculous stuff came from that direction before; I'm sure some people still recall the exaggerated statements that accompanied the launch of the Space Marine computer game ("So .. what's the ratio, how many Orks is one Space Marine good for?" - "Phew ... probably ... uh, tens of thousands!"
