I think tactical termies are just fine. I think cover is busted. 5++ invuln versus shooting means that a terminator can stop a lance strike from orbit if hit just so. That is pretty amazing. But the same shot versus a grot in cover is less likely to kill the grot than the terminator, thanks to some trees.

As for the cost of tactical termies, they should be 190 base, as the sarge has a power weapon. Making tactical termies 40 with the fist, with 30 for the PW sarge, fixes all my complaints.

THSS termies should be 5 points more than LC termies. This extra cost makes LC more attractive and also helps balance tactical termies, with their heavy weapon upgrade cost, with assault termies and their THSS upgrade cost.

The base terminator save is just fine, after all consider that it takes 6 lasgun wounds to kill a termie, and 18 lasgun hits. That is 18 guardsmen all shooting at rapid fire distance to bring one hulking brute of a terminator down. And they only kill it 66% of the time... if just the one termie assaults them the guard are in for a tough time, despite 18-1 odds.

The cover mechanics are broken to make up for static shooting resolution. Higher cover (and ease of getting that cover for smaller models) is meant to represent that they're just plain harder to hit, more than cover actively blocking the shot.

Anvildude, while that is a good explaination, it doesnt hold true for many instances. On small units with stealth, true enough. But a model in cover should always be more survivable than a model out of cover, not the same as a model out of cover. In our terminator example, versus armor saves being in cover does nothing for a terminator--it should, but it doesnt.

Like I said, cover is broken, because really, it should empart a penalty on BS or To-Hit, rather than give a different sort of protection. Though you could look at it as though the Termi doesn't bother dodging when he knows he's being shot at with Shootas, but he'll duck and weave when they're firing Zzap guns at him, hoping his FF will protect him if he does get hit.
