Yes, but the Hello kitty dread doesn't appear EVERYWHERE.

The IOM already use horses. As long as the ponies were willing to submit to humanity as a superior being, the IOM might use them, briefly. The bigger problem would be explaining why they have to kill things at all.

That's pretty unlikely. Once you travel back once, that's the only time you could do it. Going further back and killing her earlier would just cause a time paradox since that would mean your past self wouldn't have been able to kill her. Travelling further back to start with would just mean she'd be dead, so you wouldn't be able to kill her in the present. And even then, all you'd end up with would be slightly different animation and stories, because the likely result would be they'd just ask someone else to make the show.

I spent an entire summer at one. And man, if you get on a horses bad side. They will boot your ass with their heads and their teeth which hurt alot!
