I think the bigger scandal with him was that restaurant thing.

I'm going to guess he just picked a number he heard in a briefing, and ran with it, but there are ways to assess the probability of a person being in a certain place.

One of the more common ones is to match facial characteristics of "surveillance" (quotes for indefinite source) photos against past images, where you achieve a 48% match according to the relevant software; and then run with that match based on corroborating intelligence.
