I see the obvious use for the Helldrake, which is brutal, cultist as a must, but why the deamon prince and what is the reasoning behind the choices for him? Why tzeentch why the mace?

You have ruled this galaxy for ten thousand years
Yet have little of account to show for your efforts
Order. Unity. Obedience.
We taught the galaxy these things
And we shall do so again.

I can answer both of those.
The mace gives the DP an average of 60% more attacks for a ~20% cost increase, and if you need to Smash (to bust open a LR or Walker, or Instant Death an IC) it's an average of 100% more attacks. And that's not even taking into account the extra wounds from Toughness tests, which are substantial, and make him much more effective at clearing out large squads of numerous enemies.
Tzeentch makes the DP more durable without the awful downside (Slow and Purposeful) of Nurgle.

What Mannahnin said. Though I didn't base my choice on maths or statistics.
I tend to roll a lot of 1's for saves and I liked the ability to re-roll those

Tzeentch, right? (From the above discussion... unless I'm missing something obvious, which is entirely possible )
