Honestly, I'd keep them with the heavy flamers. That heavy bolter on the front is snap firing now, so you're likely to get a hit with it only once every other turn.
Meanwhile, the heavy flamer gives it some mean defensive capabilities on those rare times that you'll lose the main cannon, and it also gives you something to properly clear enemy objectives with on those rare times you make it all the way across the field.
I agree with this, I don't care enough for 1 hit every 2 turns when I could have a decent secondary weapon instead.
I know it's a different army, but I tried out dual Vindicators in my Space Wolves recently and the 24" range of the Demolisher Cannon's actually pretty generous - no one wants to get inside that range so you can effectively deny a large chunk of the board from your opponent, or force them to play chicken with you. It was effective with Vindicators - with Russes I imagine it'd be moreso since they're a much tougher tank.
