There's the "Killing journalists is punishable by the Concilium Convention" but that's it. So no, no penalties. You have to stick the WarCor where the sun doesn't shine, along with the LT and your remote healer, I guess.
This seems like a really bad design decision!
I'm actually kind of surprised it works like that...
I also think that this mechanic could have been better thought out, but then I only see myself shooting someone's journalist if there are no other targets on the table and I really feel like a hooligan. There's really no reason to kill the WarCor but to deny a small bonus on the promotion roll after the match (or was it also a bonus for MedEvac?).

Journalists give a bonus on the Cubevac roll, but to be honest if you're rolling for Cubevac rather than Medevac you're already in serious trouble.
Bear in mind that pretty well all the campaign missions leave you feeling really short on Orders so actively hunting down a player's Journalist is unlikely to happen. If you happen to get a clear shot on them on the way to someone else, on the other hand...
