It might get a buff in ability, but the range will be dropped to be much more situational than it is now.

Right now it is a great way for Eldar (and people that can ally with them) to bring dominating anti-psyker.

There is a discussion of Deathstar units on Dakka and most of the lists revolve around Divination or other psychic tricks...Eldar take those Deathstars and throw them out the window...and bring their own Jetseers to boot. :-)

Blessed hull for land raider crusader BT codex. 1st game a lance penetrated it while i was carrying 8 man assault terminator squad... LRC exploded, termies were cut down by eldar bladestorm of dire avengers(?). Then i lost the game... HMMM , excluded few scouts from my list, added blessed hull, played again with same player and got a close win(and linebreaker along with First blood)

No one opted for the GRRAAYYY KNIGHITS Orbital strike relay? a str 10 ap 1 pie plate every turn for 50 points on that dude that is already a pain in the ass to kill? seriously that gak is some serious gak, and then we aren't even talking about the other fire modes (the one that rapes psykers (if you ask me this guy rivals runes of warding with this.)and the other which is MOAR BLASTS and awesome vs hordes.) There isn't a more all-round weapon in-game if you ask me, frekkin awesome as gak.

Most pieces of wargear have a very limited effect on the game. That isn't to say things like storm shields, warscythes and so forth aren't awesome, its just their effect is limited in scope to the models immediate surroundings (base to base) and so are only situationally useful.
Wargear items with greater range, such as custom forcefields, psychic hoods, and runes of warding are much much more useful to the army as a whole, and of those three the KFF is most useful because it affects everything in range, awhereas the psychic hood only effect a limited number of models (i.e those with psychic powers).

If i was going to vote for the best piece of wargear so far i would strongly consider the Solar Pulse, while its effects can be ignored by certain younger races, it gives the army it is chosen with a massive advantage since it gives them the ability to control long range shooting, and as a short to medium ranged army, it gives them the extra turn to get in close. The fact that you can take up to 2 of them per FOC is pretty neat too.

So, Despite the fact there are many items far far more awesome than the warscythe/MSS, and of equal utility to my vote, i vote

I'm going to say Lash Whips/Whip Coils. The ability to always go first (or at worst simultaneously) against enemies that rely on their ability to hit first is a huge benefit for both the user and any low-initiative buddies in the same combat.
