True to a point, but there are other applicable rulesets. No Limits, Warpath and WarEngine all handle 40k miniatures and sci-fantasy playstyle quite well. The other benefit that 40k players have is that nearly everyone seems to have a 40k army in the closet, so if you're friends want to try an alternate sci-fi game, you just have to get the rules. Lastly WHFB requires a Ton of figures, so the investment is quite high.

All that said, I agree that the subject matter makes it easy to port WHFB miniatures in to any number of generic fantasy games, and you're a bit more likely to find one that has ready made stats reflecting the units in your WHFB army.
