Ok, so I've scoured the rulebook, cannot find anything on the subject, so I'll ask here.

Can you just mix and match the crew and upgrades to whichever ships you want? I thought before each game you had to pick a faction?

You have to have opponent's permissions, but as long as you both agree you can pretty much mix and match as you like. You pay 1 extra point for any upgrade that does not match the ships faction. A few cards have additional restrictions, like breen energy disapater is 5 extra points on a non-breen ship or the romulan muon feedback wave can only be put on the science vessel. But everything else is pretty much only the 1 point to mix. So if you want captain kirk on a romulan ship or warf on a cardassian ship game on, just pay the extra point

Full rules for squad building are on page 21 I believe.

Scour page 21 of the rulebook under "Squad Building". You must first have your opponent's permission and, if allowed, must still pay a +1 SP cost per card unless otherwise noted, such as Khan (pay no penalty) or Dominion weapons (pay +5 SP).

Lets look at Sisko some more and compare him against other skill 6 captains.

He lets you reroll one die, either attack or defense once per turn. Skill 6, 1 pilot skill, 4 pts. 4 pts is what every other skill 6 captain costs, afaik.

When comparing him to the other Federation lvl 6 captains, I think Sisko comes out on top. Riker's ability is an action, which is a downside, especially since you may wind up with a useless action if the OP doesn't attack him. Riker also doesn't have a pilot talent. In comparison to Riker, I think Sisko comes out on top.

As I've said before, in most scenarios, you want to try and maximize ship number and ship utility. For the federation, this means getting in 3 ships with a few upgrades. Pike's got the talent, but will usually net you a 1-2 pt decrease in your list. It's not going to end up being great savings.

Donatra is a bit better than Sisko, imo, but not by much. Her ability will usually net you 1-2 extra attacks which is a bit better than one reroll.

Toth Gar is the Pike of the Gor Portas. Same issues with Pike.

So far Sisko is my #3 federation captain behind Picard and Terell. Kirk costs 12 pts and has to be built around to be most effective, which is why I think he will be very swingy. I also don't think the new federation pilot talents are SO good as to make Kirk amazing for 12 pts.

A lot depends on what kind of fleet you want. If you want to fly about and out flank your opponent sisko & valdor are good. If you want to swarm or fly in a formation they terell & danatra are the captains for you. If you are planning to load up on crew then pike & Khan will come in handy. Most of the captains so far have a use. The only ones I don't really see getting used much is Gul Ranor, Kira and Tomalok. I am starting to be glad that the federation got Kira in the defiant set. They have had it too good with a lot of really useful captains.

Does anyone else feel like the Romulans are on the down hill side of captains. By October 16 the will have 4 ships out and the best they have is a 7. Now as for the characters they have out I can't justify any of them having higher than that, but it would be nice to have some kind of Romulan go to guy. Danotra is nice but not a must have. She has a nice free ability but requires you to fly in formation making you an easy target and you moves predictable. Toreth is good but not great. The game is still new so this is not a complaint just more like wishful thinking.

I guess I am just really hoping that the guy on the TOS bird of prey is really good he comes out in december. There is also a hope that we will see Sela (Tasha Yarr's half romulan daughter) down the road. Both of these i could see being in the 8-9 skill area. Then I think the romulans will be on par with everyone else. Here is hoping.

what say you all

The romulan captains are not great. You're right about Donatra being the best of the bunch.

The leaked captain in the upcoming expansion was also pretty weak.
