Actually, he does or at least did have an army of them, he played them in an earlier WD battle report. Against another dev's Ultramarines, fittingly enough.

Like being the good guy, or have a strange attraction to gundams? Tau.
Space marines are harder to pick, but generally you can paint them black and proxy some dexes until you find one that you like. Vanilla looks really good, so custom chapters could be a thing now.

But to answer your original question, here are the tiers

Considering what Kelly did to my CSM, cruddance to my nids, and Ward to the crons...
It's accurate. He's easily the best codex writer GW has, even if he had a rocky start (WFB daemons).

Mostly it was a reference to d4chan

Kelly is an unabashed Tyranid fanboy (he likes them even more than the Eldar) and Ward doesn't have any indication of caring much for the army.

So? Ward isn't a known necron fanboy and they are amazing, even after a few releases.
Kelly can't design melee units to save his life, or do internal balance, fan of the army or no. Look at eldar, dark or craftworld, and wolves.
He's a gak codex writer. Period

Ward's first army was Necrons. He always was a Necron fan and in fact only got into marines after losing a game to them and got into their fluff.

And the Eldar book is one of the most griped about books and maybe after spending all of 5e as a bottom tier codex I'd enjoy being at the top of the pack and sneering at all you people with your mechanical tech as we crush army after army with a horrifically overpowered codex.

Alternatively we could also have Vetock and have much the same.

All in all, I'd like an army to compete with Taudar on equal footing.

I'm sure I'd revert to being ashamed of my own army after a year or so of apocalyptic levels of Cheese mongering though.

But during that year I'd be all like "WHO'S LAUGHING NOW!?! WHO!?! AHAHAHAHAHAHAA DIEDIEDIEDIE!!!"

And given standard GW trends, the Tervigon will be nerfed into the dirt but the Pyrovore will mutate into some super amazing OMGWTFBBQ unit that will cause nothing but mass QQing and the single handed annihilation of entire armies while people cry out "FETHING NERF BURNY NIDS."

That is my 2 cents, but with Grav Gun Bikes hitting the tables soon and the increase in PA with the new SM Drop we may see SM in the Good Category with some counter meta options. We will see CMS with the HellDrake move up in the Fair Category. We should at least see some movement in the current Meta with a hard counter to the Riptide that is capable of Immobilizing Wave Serpents, but I don't foresee any major changes until the Orks and Tyranids hit, mass bodies on the table will throw the whole damned thing up in the air again, but may not change the tournament scene too much due to time constraints as elite armies will keep Tau/Eldar/Necron/Daemons/Space Marines on top.

Being the most OP book in 4th wasn't enough and you wanted it to be the most OP book in 6th too?

I mean it's even the same way, you've got skimmergodspam in 4th, and skimmerspam in 6th! At least get a new gimmick kelly!

You'll all be sorry when I'm flooding the board with Pyrovores that make the Hellturkey look reasonable and scoring Psychic choir ML2+ monstrous creatures out the wazoo.
