Yeah, as I understand it, the ones from Caliban had heraldry harkening them to their knightly order on their right shoulderpads rather than legion role designations (you know, tactical, assault,
dev, etc). Their left shoulders with the Dark Angels symbol were painted Caliban green to symbolize the forests of home.
As for Cypher, he should be in green armor as it is actually part of his fluff. The black/green armor thing you describe has kind of been retconned out. ALL the Fallen would have still been in black armor according to the more recent stuff, as the guys who were green and the reason the chapter eventually all went green was to show loyalty to The Lion. That's why Cypher still being in green armor just adds to his intrigue.
I was actually planning on painting him in black armor when I got my model of him, but after reading his Dataslate, I get now just why he's in green armor. The whole "Am I really a good guy or bad guy?!" thing is great and it's why he's my favorite non-primarch
