What about after the effects of magic? Or if you're both in cover and the Elf has Trueflight. If he's got Copters there's no reason to be within 30" of his core just go for the Copters first. Or ignore them 'til they get close and Wild Rider them. Yes point for point against Quarrellers with shields you can't win a stand and shoot match. I still generally see Quarrellers with Great Weapons but even then the WE player has to play Warhammer not dicehammer. If you want a no brainer set up and roll dice army then Dwarves are the go to army, don't play them at their game.

If both are in soft cover 50 Quarrellers with shields is 650 points which nets you 43.33 trueflight GG (ignoring command on either)

Dwarves average 5.56 kills with a 30" threat range.
WE average 6.42 kills with a 35" threat range meaning they can guarantee first round of shooting.

Taking the more common GW build you get 46.67 GG. Dwarves obviously average the same but now the WE average 8.64. So you can do stuff to help yourself.

I had taken Hagbane exactly for this matchup but am starting to think Trueflight might be the better option possibly even dropping the bodkins unit down to Trueflight as with 12 Wild Riders and 20 Waywatchers I'm probably set for dealing with armour. What do you think?

Well, I'm thinking you most likely won't get 50 gladeguard into cover, not without clustering too much for the stone throwers.
Rune of Grungi is a problem. It can park in hard cover (behind the Quarrellers) and bubble 5+ ward vs shooting.
I don't really see a way to get wild riders into combat against dwarfs.

As for Arrow of choice, I'm inclined to say trueflight spam. The archers are so squishy, having slightly less effective shooting while being able to maximize mobility is going to be critical.

You could move to be firing on a angle of the Quarrellers so that they all don't get to shoot back. Dwarfs would have to give up a shooting phase to respond.

It was granted an over simplified example. But mobility and using terrain seems to be the best bet. So here's the list then:

Spell Weaver: lvl4, shadow: Talisman of Preservation 265   

Glade Captain: BsB: Hail of Doom Arrow 130   
Spell Singer: lvl2, Death: Dispell Scroll, elven steed 150   
Spell Singer: lvl2, Death: elven steed 125   

10 Glade Guard: trueflight, std & mus 170

If I wanted to go pure shooting I'd swap the Wild Riders for Scouts with Trueflight. But that leaves me light against 1+ saves and makes me entirely reliant on shooting. Though mobile shooting often struggles against gunline shooting ask Eldar Players how they get on against Tau...

I'd split one group of 10 trueflights to make the other two groups 15 strong.
Parked in woods, you get all 15 shots, and can defend pretty well against light cav/skirmishers, throwing out 15 S3 attacks with ASF and re-rolling 1's to wound.

One of the things I've noticed about high elf archers is their ability to ignore small T3 units and keep firing. The ASF in melee is usually enough to take the charge, and come out clean.
