Abaddon is actually rather competent.
'Abaddon the 'Armless' is so named due to the old metal model, which had arms that fell off. A lot.
People never tire of explaining it and refuting his "Failbaddon the Armless" nickname yet still people yap on about him being a failure.

1. Chapter Master Dante. He has fought off the black rage for over a thousand years. Commands one of the most honorable and respected chapters in the imperium and does not abandon the people of the Emperor as willingly as other chapters. Also one of the finest warriors in the Imperium and the oldest space marine not in dreadnought armor.
2. Lord Solar Macharius. Does this need explanation? Dude pretty much led a great crusade WITHOUT astartes.
3. Abaddon. Hes a prick, but inspires renegades and traitors across the galaxy that are usually at each others throats just as much as to the imperium under a single banner.
4. Chapter Master Tu'shan. He is the most caring of the Emperors subjects, sacrificing lives of his Salamanders in order to protect the innocent. A potent warrior and one who believes in justice. Even if that means coming to blows with members of other more merciless chapters (  you marines malevolent).
5. Shadow Sun. Inspired and led the ongoing third sphere expansion, erasing any lasting love for the traitor farsight and uniting the people of the Tau under the pursuit of progress and expansion even further.

Finest Warrior =/= Lots of Influence.
How many warriors can Dante truly call upon, based solely upon his own influence? The Blood Angles, surely, arguably the Flesh Tearers and some other second rate chapters as well as the PDF of those planets. So a max of 4000 Marines, few hundred thousand PDF? That is nothing compared to the big dogs. Vect can mobilize Millions of Dark Eldar on a whim, Ghaz heads a WAAAGH! of Billions and even Calgar heads an entire sector. Tu'Shan is in the same boat. Chapter Masters (Apart from Calgar) do not hold much influence on the large scale of things. Marines are just to few to effect the universe on any scale worth a dam.
Lord Macharius is kinda dead right now, so he won't be leading anyone any time soon. And Shadow Sun? No Tau, no matter how popular, deserves to be anywhere near the top of the list. The Tau Empire is tiny, a few sectors in size and they are barely capable of FTL travel. Even if Shadowsun has control of the entire Tau race, she wouldn't reach top 5. Tau may be a fan favorite, but the way GW portrays them on the wider scale paints them as pathetically insignificant.
