I think it's just lazy, even Nobz with base 3 attacks and Furious Charge pay the exact same cost for their Klaws as IG and SM's. A non-challenged Nob is going to do a lot more than either a IG or SM Sgt. but is obviously less well protected when in a challenge.

The other aspect is that HQs with better WS, more attacks and increased survivability pay exactly the same as sergeants for their weapons.

Good point. Who in the 40k universe gets the best benefit out of those points?

A generic Warboss pays about 40% of his base for 4 Str 10 attacks. Usually seen as a universally good idea. In the previous codex he'd pay another 15 for Attack Squig for just one more attack.
