In the HH book 4 tempest there are relics - the dark angel one (yeah, you know whats coming..) is called 'pyrix extasis' so for a scant 40pts (!), once per game at the start of the fight sub-phase (you have to be locked in combat to even use it!!); you can have the bearer reveal the relic to the enemy.
The effect? Every enemy unit locked in combat with the unit containing the bearer of the relic must make a fear test.

So you spend 40pts to make one unit take one fear test once, and only if you got into assault!

Sometimes i really feel sorry for the dark angels and their derpy tech/relics.

Not a lot of stuff has Fearless in 30K though. It's entirely mediocre to blech, but NOT the worst relic in the game at all.
