Yes. They all grow from the same spore pods, and all Ork spores from any race can grow into any other Orkoid race, depending on the conditions during gestation. A gretchin's child can be a squiggoth. Gazhkul's parent could easily be a snotling.

Uh, the Necrons developed on the opposite side of the galaxy from the Eldar. That's why they had time to build up a massive empire before meeting the Eldar. Sanctuary 101, where the Necrons were first recorded by Imperial scholars, is on the eastern fringes.

If it was unclear in previous editions, they actually have us a map with the 7th edition codex;

While I used to think Farsight's blade was Necron, the whole "taking life" thing sounds more Chaos or archeotech. Since Necrons.. don't really bother with silly things like "life" - unless it's somehow related to how C'Tan "eat" life energy?

Also: If the Eldar can reach the Tau, so can the Necron. Dolmen Gates.

Necrons spent a long time trying to extend their lives before they made their deal with the C'tan.

As for the least poweful race, I'd probably say the Saruthi or maybe the Clawed Fiends. One of the really tiny ones that don't have an interstellar presence outside from the occasional slave showing up under the control of other species.
