I am not sure how much further you could go with army building without starting to offer unfair advantages.

Yea they don't want to get back to 7th edition formations with reams of special rules not on the units datasheets to remember.

I think they should be very careful about adding anything that creates more pre-game book keeping as 40k already has too much of this.
However, craftworld tactics will be fine as it is simpler to remember that if you see a yellow Eldar model on the table it gets an extra reroll per turn, or a purple and green one gets +1 range to all weapons etc.
