I feel really sorry for most Eldar infantry units.
I think one general problem is the increased fire output of 8th edition.
synchronized weapons have been doubled in output
you don't lose output with mixed weapons because of split fire
vehicles can fire from all angles
units behind cover/los-blockers can be killed entirely when one model was visible
reroll bubbles allows more hits to land on target
new psychics, stratagems or unit skills allow to attack twice
To withstand that you need either very durable or large units. Most Eldar units are either not durable enough or too expensive. The new cover rules don't make up for it. It's helping if you start with a 3+ save, but beginning with a 4+ you still die too quick vs. mass fire.
I like 8th edition for it's really easier to play, but I don't see how even a new Eldar codex should fix that problem for a lot of the infantry units unless they grant a -1 to hit modifier to all, which I doubt will happen.
Problems with Wraith Lord/Knight and some of the Vehicles can be adjusted easier.

I could potentially see Craftworld doctrines like the guard have.
Say -1 to hit, +6" range to assault weapons, +1 cover, re-roll D6 roll when advancing.
These types or effects would reflect the speed, ability, stealth and combat skills of the various Craftworld Eldar. I know some of these may be more powerful than others, but the above list is just to give examples of the types of things we might see the likes of when the Codex eventually drops, that would make a little better on offensive/a little less fragile due to their skill and technology rather than their physical toughness or stamina

I'm pretty sure that this is the case, I've been expecting it ever since the SM/ CSM codices came out. Problem is that it won't actually help much, as most Eldar units currently need -1 to hit, +6" range, +1 cover *and* rerolling advances in order to compete with IG at current points costs. Getting orders would be nice too.
If you remove IG from the equation though, the upcoming codex changes should at least put eldar on par with chaos and vanilla space marines. I'm personally hoping for some large reductions in the costs of farseers and warlocks, or give warlocks significantly improved rules.

Farseer Skyrunners especially need a points reduction, nearly 200 points is ridiculous for an HQ that only offers psychic potency, it has neither shooting or melee wargear options that make him worth a damn. You're basically paying 200 points for one guide and one doom per turn. Meanwhile for a paltry 160ish points more guilliman can literally double the efficacy of your entire force by simply being placed on the table...

Considering the already-decent range on the powers, it's probably better just to take Eldrad. I agree, and I think a lot of people who invested in skyrunner warlocks/farseers are feeling some sadness here. It's not like a Seer Council was an overpowered formation, but the communal PTSD-rage from scatbikes means Eldar got hit hard.

Warp Spiders is another example that got hit hard by the nerf hammer. They can't even DS. Played them since 2nd Ed and they have alway been fun and provided tactical options. Now they are just overpriced SfD triggers. No other value to them as not enough firepower, movement is too random (more so than ever before), and no more secondary jump rules.
I am hoping they give these back some kind of second jump rule to make them somewhat tactically useful. Maybe deepstrike option would help but not enough. Savvy opponent can mitigate DS.

Yeah I'm really disgusted by the whole thing, Eldar needed a nerf, what they got was a gutting. I really hope we see a major departure from the index to the codex. Some armies stayed very close to the index, like SM, others have not however, and I really hope to see a completely reworked force in the codex.

That's the problem. They didn't need a nerf. This is a whole new edition. They needed to be brought in line with where the edition is... instead they got nerfed for 6th/7th hate.
The whole idea of a new edition is to wipe the slate clean and not carry sins forward, but they just nerfed Eldar as if they were will top tier. and then the nerf to razorwings... cuz we had something useful.
It's so pro-Imperium right now it makes me sick. I know... heroes of the galaxy and what not, but this sucks.
I really hope we see a decent codex.

Yeah, I understand what you're saying, Imperium has always been favored. And even though Eldar are Xenos, I don't know, they just always seemed different to me, ancient, wise, and regal, I feel like they are closer to SM in nature than necrons, and certainly bear no relation to orks or tyranids, as "xenos" go...
