Plaguebearers came on 25s when I bought mine, and I really have no plans to rebase them. I do have several 32s lying around that I can set them on if someone really wants to complain, though.

My plaguebearers are also on 25s because I've had them for over a decade.
In my games I make sure to add some padding between them and their fellows so that they take up more real estate on the table than normal.

There are enough base adapter solutions available that rebasing doesn't have to happen, just put the appropriate adapter on it and you're done.

Thats' not going to happen because then my finished bases all become non finished bases with a black rim around them which will tweak me and then I'll need to spend time rebasing (as in re-sanding, repainting, re flocking) the entire army.

It's like demanding somebody with rogue trader era terminators on 25mm bases to switch to 40mm because they say you must or else.

Seems like a sizable majority would have a problem with it though. I get it, honestly. They made basing relevant to gameplay, so having the wrong size base is essentially modelling for advantage.
If they wanted a game where bases were important they should have kept them consistent

That's not possible when you have game systems running for decades with multiple scale increases and new art directions.

I am saying that they should either make a game where base size does not matter (which is achievable, lots of games manage it) or avoid scale increases.
*shrug* Consistency in scale is one of my bugbears. There are a couple of cases where I think it was a good thing (the move from 25mm to 40mm for Terminators, Meganobz and so on). This move from 25mm to 32mm is egregious, but it is what it is. Obviously people have accepted it and like it, and I will just go along with that. I still think it is dumb though.

GW scale is pretty consistent overall. There was always a jump in size when they went from metal to plastic, but other than that? Todays skeletons for example may be better proportioned and more detailed sculpts, but they are the same height than the 2001 (?) thick bone skeletons (and the bonewhite plastic skeletons before them). For some models, this jump from metal to plastic was too big to still really fit on a 25 base. Have you ever tried to get today's Bloodletters into base contact when they are on 25mm round? It's nearly impossible.

Bear in mind that the OP specifically asked about taking a new kit and putting them on smaller bases then they are shipped with.

Yep. My primary reason for that is so that they will still fit on KoW movement trays. I have definitely decided based on responses here that if I play AoS I will put them onto cut outs of the correct size. Although I would hesitate to call Saurus Warriors a "new kit". Far from it! They are an old kit, and a kinda fugly one. They have a tab that is meant to fit in a 25mm square slotta base, but the new 32mms have no slot, so it is clear the models have not been redesigned for the new base size, just lazily packaged with the standard, and I would have to snip the tabs off if I want to base them, gluing them on by their feet, which are not designed for that. If they were entirely new I would feel a little differently about it.
