Very very few people are 'black blind' like medial shows us. Many of us have some for of light perception, maybe blurred shapes, but nothing like picking out the details on models.
Right, I understand. I meant that such visual impairmen that cannot be corrected with classes to functional level is pretty rare. But obviously your situation is a perfectly good reason for not painting. Granted, with Necrons you're basically done at acceptable levels with a coat of spray silver and a wash...

Well id say that's extremely rare and would probably occur in a extremely casual game with some good friends, especially for some thing like Magic The Gathering. But in general this i don't believe is true and there for irrelevant.
Pretty sure its the opposite, pick up games and school yard brawls no one cares if you take extra lands and proxy stuff in marker because people play to play. obviously in Tournaments or sanctioned events you cant which is the same thing as going to a Tournament or League in which the rules are set for painted miniatures.
If ANYTHING the only way to encourage more people to play painted is to run more leagues and events with ether rules to come painted or prizes for those that do.

Also people with shakes, either from disability or other reasons.
There are many reasons that layers may be unable to physically paint their own models.
Disabled gamers are valid.
