We've actually gotten a 'look behind the curtains' as to design focus.

The sculptors doing vehicles aren't doing infantry and the sculptors doing the Endless Spells for AOS aren't even the same ones doing scenery. There's effectively dedicated teams.

So they expanded the team? I was going to answer that with an expanded team they could update models and fix a lot of "holes" they have in the line, but I suppose this would not be a fair criticism, because the effort needed for one or more of these spell is not necessarily the same needed for, say, new aspect warriors.
I am still a bit confused by GW's priorities, but I think this at least addresses my doubts. Nonetheless, the post I quoted above still stands.

It's less "expanded the team" and more that there's multiple teams doing multiple things.

Tom Walton and Nick Ho, for example, both do primarily vehicles--Walton did the Knights, Redemptor, and Repulsors while Ho did the Skorpius and Invictor(plus likely more, but those are the ones that Walton called him out on).
Ray Dranfield does scenery primarily but also has worked on some of the Endless Spells and basing kits.
Maxime Pastourel is a bit of an oddity in that he worked on a lot of the Death Guard range, from vehicles to Mortarion to the Death Guard themselves.

I still like the idea of the mechanic, but it'd be hard to fit it in some faction's narratives. Generally the difference between warpcraft and authorized psyker activity is permanence and whether an intelligent war entity was involved. I can't imagine the Grey Knights would take kindly to a space wolf psyker with an intelligent wolf-demon for a pet.

And we all know what happened last time they disagreed.**

Edit: I'm starting to think about what endless spells would work for some factions:

Tyranids:

Chittering Presence: A massive malestorm of partially-real tyranids as the hive mind focuses on an area and disrupts all psyhic spells/communication in an area

Orks:

C'mon, you know they'd have to have the fist and foot of Gork/Mork

Chaos:

Warp Tear. Boosts summoning spells while dealing mortal wounds in melee range

Partial Summon, Warp beast that teleports but will disappear on an unfavorable roll

Eldar:

Will of Yvraine: Provides a Feel no Pain, along with a mild ranged attacked.
